Student visa and entry requirements

IRCC's annual study-permit cap limits the applications accepted into processing. Most applicants need a provincial or territorial attestation letter (PAL/TAL). Students planning to study in Quebec generally need a Quebec Acceptance Certificate (CAQ) instead; limited exceptions apply. IRCC currently lists a PAL/TAL exemption for degree-granting master's or doctoral programs at a public designated learning institution (DLI) starting January 1, 2026. For applications made on or after September 1, 2026, a single applicant outside Quebec needs CAN$23,448 for first-year living expenses, excluding tuition and transportation. Applicants to programs longer than one year must also explain how they will fund the full duration. Quebec has different financial requirements. Check official guidance for your exact case.
